Detective Leon Gall spent his childhood among outcasts in an overcrowded blue-collar neighborhood. When sections of his former neighborhood are sold to make way for a new development, many of his former neighbors face eviction. Leon feels something fishy going on and begins to investigate. Leon is unaware of the mighty powers behind the development as well as government forces who try to impede his investigation at every turn.
